解决：
一、官方解决方法（实测无效）：
SUMMARY
When you try to install the OfficeScan server or the Security Server of WFBS, "Error 0x80040707" appears. 
The error occurs when you run an installation or upgrade in a Microsoft server platform.
DETAILS
To resolve the issue: - Go to the Control Panel and verify if Trend Micro Plug-in Manager is installed.
- If you are using WFBS Standard version, uninstall the Trend Micro Plug-in Manager.
- Go to the location of the server installation file.
- Right-click the setup file and select Run as Administrator.
- When prompted if you want to install or upgrade, click Yes.You will now be able to install the product without any error.
If the issue persists, send the Ofcmas.log file of the %WINDIR% directory to Trend Micro Technical Support. 翻译如下： 1.转到控制面板并验证是否安装了趋势科技插件管理器。 2.如果您使用的是WFBS标准版，请卸载趋势科技插件管理器。 3.转到服务器安装文件的位置。 4.右键单击安装文件并选择以管理员身份运行。 5.当系统提示您是否要安装或升级时，请单击是。您现在可以安装产品而不会出现任何错误。

注： 运行安装程序setup.exe时，请右击，以管理员身份运行。 注册表中无法删除（提示无权限、添加权限报错）的项，使用XueTR（PCHunter64或PCHunter32）删除。

服务端手动卸载方案： Manually uninstalling the Security Server of Worry-Free Business Security (WFBS)
SUMMARY
If uninstalling the WFBS Security Server from the Control Panel does not work, you can perform a manual uninstallation instead.
DETAILS
To manually remove the Security Server: - On the Security Server, open Windows Services and stop the following services:
- Trend Micro Security Server Master Service
- Trend Micro Smart Scan Service
- Trend Micro Plug-in Manager
- Open a command prompt window and go to the directory where the Security Server programs are installed.
Example: C:\Program Files\Trend Micro\Security Server\PCCSRV - Enter these commands:
SVRSVCSETUP -uninstall_PLM (This removes the Trend Micro Plug-in Manager Service.)
SVRSVCSETUP -uninstall (This removes the Trend Micro Security Server Master Service.) - Disable sharing of the ..\PCCSRV folder.
- Go to ..\Program Files\Trend Micro\Security Server.
- Right-click the PCCSRV folder, then select Properties.
- Under the Sharing tab, select Do not share this folder.
- Click Apply.
- Using Windows Explorer, go to the directory where the Security Server programs are installed and manually delete all files and directories.
- From the Windows Start menu, delete the program group Trend Micro Worry Free Business Security.
- Go to Start > Trend Micro Worry-Free Business Security.
- Right-click Trend Micro Worry-Free Business Security and select Delete.
- Open the Registry Editor.
Always back up the whole registry before making any modifications. Incorrect changes to the registry can cause serious system problems. - Delete one of the following registry hives:
- For 32-bit OS: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Security Server_registry.
- For 64-bit OS: Go to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall\Security Server_registry.
- Delete the Security Server shortcut on your Desktop.
If this procedure fails, contact Trend Micro Technical Support for help in uninstalling the Security Server.
